Ahead of TOD: parking and interchange infrastructure must exist before the station opens

The North–South high-speed railway, metro lines and the 2024 Capital Law are creating a new layer of demand around hub stations. Whoever arrives early with smart parking and interchanges keeps the position; whoever arrives late buys it at a different price.

A high-speed rail station is not just a station. It is thousands of vehicle movements a day needing parking, buses and taxis needing bays, urban freight needing distribution space near the axis. This demand appears before opening day and grows with every connecting line.

Ngoc Hoi — the start of a corridor

Under published plans, the Ngoc Hoi station complex in southern Hanoi is the starting point of the North–South high-speed railway, the national rail hub and the terminus of metro line 1, on the National Highway 1 – Ring Road 4 – Ngoc Hoi bridge axis. The 2024 Capital Law opens a transit-oriented development (TOD) mechanism around stations like this. CF Land prioritises parking, interchange and distribution infrastructure within a short radius of the complex.

Timing is the barrier

Land around hub stations is finite and tightly planned. The party that has a scheme, an operator and a capital owner when the TOD mechanism is detailed keeps the position; later arrivals negotiate with earlier ones. CF Land uses its own formula — committed tenant, capital owner holds the asset, back-to-back — to be early without holding land.
